Chetco River Watershed Council December 2, 1998 Minutes Attending: Pat McVay Jim Welter Allen Wilson Lucie LaBonte Mike Maguire Gilbert Zepeda Bob Hagbom Larry Loveless Dick Keusink Roger Thompson Keith Smith Carol Davis Harvey Young Angie Dillingham Dick Sutter Ted Freeman, Jr. The meeting was called to order by Roger Thompson at 7:06 pm. The minutes of the previous meeting with no corrections. No treasurers report. Ann Ramp and Steve Nicholson had given prior notice of their absence. Lucie LaBonte reported that they South Coast Watershed Council would be having a goal-setting session at tomorrow night's meeting. January 14th will be a combination of South Coast and Lower Rogue watershed council meetings. Garth Griffin from National Marine Fisheries Service and Jim Martin from ODFW will discuss chinook ESUs (stocks). Then on January 15 there will be a Rural Conservation District meeting with Amy Wilson. The South Coast received all 4 grants we applied for: one to update all the watershed assessments; one for the Lower Rogue coordinator; one for instream in riparian and instream work in Elk and Sixes River; one for work in Floras Creek. Mike Maguire reported that Gerry Livingston and Kathy Ingram are working away on the grant application for a Chetco River Water Quality Management Plan coordinator for the GWEB deadline of February 1. Riparian conifer planting is gearing up county-wide. Any riparian planting needs should go to Mike or Harry Hoogester at the Soil and Water Conservation District Office. Mike also wanted to let the council know that the SWCD office received complaints of high turbidity in Jacks Creek due to the golf course. Mike McCabe from Division of State Lands is down checking on conditions at the golf course. There was a general discussion on turbidity in Jacks Creek. The new watershed council newsletter, Curry Currents, and a web page for South Coast Watershed Council are both under construction. A second annual Watershed Symposium is tentatively set for April 22. Dan Layton of Blanco Middle School is the primary coordinator. Volunteers are needed to help organize it, call the SW! CD office at 247-2755 before January 14th. The council discussed electing new officers and decided to keep the existing officers since no one wanted to leave or assume a position. Ideas for future meetings: 1. a lesson in how streams heat up 2. Ted Freeman bring RB Davis to discuss bedload 3. Goal setting 4. Review of mailing lists The meeting was adjourned at 8:06. September 2, 1998 Minutes
The meeting was called to order by Roger Thompson at 7:06 pm. The minutes of the previous meeting were approved. Bill Buchanan reported an account balance of $65.85. The only activity has been the service charge. Ted Freeman, Jr. had notified Angie of his absence. It was pointed out by several members that ODFW representation was probably absent due to a recent enforcement of their 40 hour work-week limit. Lucie LaBonte updated the group on South Coast Watershed Council activity. Their greatest burden currently is the lack of funding for watershed coordinators. Jay Nicholas of the governor's office enjoyed very much meeting with Curry County residents and landowners. A split of the Southern Oregon/California coastal chinook ESU at the Klamath River seems likely according to Lucie's sources. Harry Hoogesteger introduced Allen Wilson and his Chetco River kayak guiding business. Harry reported a very successful business deal with Ted Freeman, who supplied boulders for a Pistol River project. Riparian fencing and an off-site watering development are underway at the Brimm ranch, which is opposite the mouth of the South Fork Chetco. He and Cindy Ricks will be meeting with Gerry Livingston and Kathy Ingram nest Friday to write a grant for the Chetco River Watershed Quality Management Plan (WQMP) coordinator. Harry passed out an article on a Steens Mts. WQMP. The council reviewed a letter Angie Dillingham had drafted which requested the Cal-Ore Enhancement Board of Directors to contribute to the funding of the Chetco flow gage and satellite uplink equipment. The group gave comments. Angie will make the edits and mail it off tomorrow. Bob Hagbom announced that the golf course at Jacks Creek is progressing well. They are starting to seed grass now. Bill Buchanan passed around print outs of the draft Chetco River Watershed Council web page. Its located at oregoncoast.net/chetco/home. Suggestions and edits should be directed to Bill. Ann Ramp reported having provided Congressman DeFazio with a map showing that half of the state's coastline is in his district. The purpose was to urge him to support ocean research.
